Bond Villain Hypothesis - Who is in Charge?

Who is actually in charge? Consistent with my Bond Villain Hypothesis, the UK have admitted to getting recent stuff wrong. They are constantly making announcements and then having to backtrack and say something different. Who the hell is issuing the orders, and how come they have so much power?
